Seattle’s police impound lot is a dustbin of forgotten vehicles, interminably pending investigations, failed auctions and mismanaged records that inevitably finds its way across tricky Kinsuke’s desk.
A master of fudging department information on vehicles, he makes generous cuts on recorded asking prices on auction vehicles for “associates,” and quietly obfuscates evidence on vehicles in seizures. For whom, Mr. Onoda will never say, though it’s safe to presume that he’s better connected than he lets on.
He keeps Johnny in the loop about pending auction items of interest and vehicles whose cases have matured beyond likely reconsideration.
